Professional Profile
Tom Francis is an expert in project planning and forensic delay analysis and is Director of Decipher’s planning and delay services.
Tom manages a team of planning and delay specialists. The team provide tender, live planning and expert witness services to clients. Their clients include businesses across the process, building and civil engineering sectors.
Tom developed his skills as site engineer with a large international contractor. Here he developed extensive experience of live project planning and project controls. Tom then joined a project management consultancy where he analysed contractor’s programmes and delay analyses. Tom has also acted as planning manager on several high-profile infrastructure projects. He has managed a team of planners and developed project control processes and procedures. Tom’s real passion is getting to the nub of a complex delay issue and identifying the ‘smoking gun’.
For over a decade, Tom has worked with leading expert teams in negotiation, adjudication and arbitration. His time at Mace, Knowles (now HKA) and now Hewitt Decipher Partnership, allowed him to hone his skills and knowledge in complex situations. Tom’s particular interest is de-mystifying complex infrastructure disputes.
